BY-LAWS

ART I

ELIGIBILITY

 

Section 1. The rules of the Illinois High School Association shall govern the eligibility of all students participating in sponsored conference activities.  Exceptions for approved IHSA schools must be approved by the legislative body. 

 

Section 2.  The legislative body must approve all students transferring prior to the first day of attendance into approved IHSA schools.  Approved IHSA schools must provide a list of students to the legislative body, for approval, at the fall meeting.  At that time, approved IHSA schools, must be able to produce necessary information that could pertain to the students potential approval.  This shall include but is not limited to all students transferring into approved IHSA member schools that would not be declared eligible by the IHSA By-laws.  A transfer release form may be required for intraconference transfers.  Appeals to this process can be made to the legislative body.

 

Section 3.  The legislative body must approve all students transferring after the first day of attendance into approved IHSA schools.  A waiting period of 30 – 365 days, beginning from the first day of attendance, would be enforced at the discretion of the legislative body.  The approved IHSA schools must contact the president of the ECIC to begin the approval process.  The ECIC president will then distribute information to the member schools for a legislative body decision.  A decision shall be made within 14 days of notification.

ART II

VOLLEYBALL

 

Section 1. There will be a conference champion, with the champion being determined by a won-lost percentage of all ECIC conference games.   The conference schedule will consist of two contests against each member school, one at each member school’s home facility.  If a tie exists within the conference, co-champions will be recognized.

 

Section 2.  To be a championship contender a school must have played all games on the ECIC master schedule, unless the make-up game(s) has no bearing on determining the championship.

 

Section 3. The volleyball schedule shall be established two years in advance.

 

Section 4. Pre-game may consist of a welcome/sportsmanship announcement, introduction of players, prayer and National Anthem.  The ECIC will abide by IHSA regulations in regard to the time allotted for pre-game warm-up (5-5-5-3 minute), let serve, rally scoring (25) and the number of games per match (best of 3).  Any changes to the structure of ECIC activities can be made with the agreement of both schools.

 

Section 5. The ECIC will select one (1) All-Conference Volleyball Team

 

A. Each head coach shall submit nominations for their team for all-conference consideration. Coaches may submit statistical and descriptive information, and this information will be considered at a meeting of the coaches to be held on a date determined by the Legislative body. Each head coach may compile individual statistics for each of the players nominated. This information should be for Conference Varsity games only. A list of each coach's nominations shall be delivered to the Executive Secretary at least 2 days prior to the scheduled meeting. A coach may make changes at the meeting.

 

B. The coaches shall award the top (vote for) six (6) girls 2pts and the next six (6) 1pt. The vote shall be conducted by a roll call procedure in which each coach will read his/her vote aloud to be tabulated.

 

C. The (12) twelve girls plus ties will be listed as one team as all-conference selections.  Any girls receiving the maximum points available shall receive a unanimous selection notice.  Any of the remaining girls who receive one (1) or more vote will receive Honorable Mention.

 

D. Honorable Mention. After all voting is complete, each coach may name one (1) player from his/her team to Honorable Mention.

 

E. Coaches shall not vote for players from their own team.

 

F. The executive secretary shall not make public release of the All-Conference Team until all conference schools have been eliminated from the State Tournament Series.

 

Section 6.  The Executive Secretary shall make a conference schedule. Girls Volleyball games will be scheduled on Tuesday and Friday nights. Conference schools may change conference dates, but must inform the Executive Secretary and other conference schools of the changes.

 

Section 7. Each Conference school shall report to the Executive Secretary, on the first school day of each week, results of varsity games played the prior week.

 

ART III

BOYS'/GIRLS' BASKETBALL

 

Section 1. There will be a conference champion, with the champion being determined by a won-lost percentage of all ECIC conference games. The conference schedule will consist of two contests against each member school, one at each member school’s home facility.  If a tie exists within the conference, co-champions will be recognized.

 

Section 2.  To be a championship contender a school must have played all games on the ECIC master schedule, unless the make-up game(s) has no bearing on determining the championship.

 

Section 3. The basketball schedule shall be established two years in advance.

 

Section 4. Pre-game may consist of a welcome/sportsmanship announcement, introduction of players, prayer and National Anthem.  The ECIC will abide by IHSA regulations in regard to game rules.  The ECIC will recognize a 20 minute warm-up period prior to varsity contests to begin after the floor is cleared form the preliminary game, and a 10 minute half time to begin after both teams have left the floor.  Each quarter of JV games shall be no longer that 7 minutes with a 10 minute half time.  Any changes to the structure of ECIC activities can be made with the agreement of both schools.

 

Section 5. Selection of one All-Conference Basketball Team.

 

A. Each head coach shall submit nominations for their team for all-conference consideration. Coaches may submit statistical and descriptive information, and this information will be considered at a meeting of the coaches to be held on a date determined by the Legislative body. Each head coach may compile individual statistics for each player nominated. This information should be for Conference Varsity games only. A list of each coach's nominations shall be delivered to the Executive Secretary at least 2 days prior to the scheduled meeting. A coach may make changes at the meeting.

Section 6. Boys' Basketball: The Executive Secretary shall make a conference schedule. Boys Basketball games will be scheduled on Tuesday and Friday nights or Monday and Thursday nights to alternate. Monday and Tuesday and/or Thursday and Friday dates between conference schools that do not play JV games may combine the varsity games to one joint night.  Conference schools may change conference dates, but must inform the Executive Secretary and other conference schools of the changes.

Girls Basketball games will be scheduled on Monday and Thursday nights or Tuesday and Friday nights to alternate. ART  IV

BASEBALL

 

Section 1. All conference schools participating in baseball shall follow the IHSA rules for spring baseball.

 

Section 2.  Any game suspended with the score tied, shall be finished from the last full inning completed.

 

Section 3. Conference Champion:

 

A.  There will be a conference champion for baseball, with the champion being determined by a won-lost percentage of all ECIC conference games. The conference schedule will consist of two contests against each member school, one at each member school’s home facility.  Upon agreement of both schools a double header may be played with the site rotating every year.  In this case the host school will be home team in game one with the traveling team being the home team in game two of the double header.  If a tie exists within the conference, co-champions will be recognized.

 

B.   To be a championship contender a school must have played all games on the ECIC master schedule, unless the make-up game(s) has no bearing on determining the championship.

 

Section 4. Selection for an All-Conference team for baseball.

 

A. Baseball coaches may nominate up to eleven (11) players.

ART V

GIRLS AND BOYS SOCCER

 

Section 1. All conference schools participating in girls or boys soccer shall follow the IHSA rules for girls or boys soccer.

 

Section 2.  Any game suspended with the score tied, shall be finished from the point at which the game was suspended.  A tie may be declared if the outcome has no bearing on determining the champion.

 

Section 3. Conference Champion:

 

A.  There will be a conference champion for soccer, with the champion being determined by a won-lost percentage of all ECIC conference games. The conference schedule will consist of one contest against each member school.  The home site will be assigned on an every other year basis by the conference schedule.  If a tie exists within the conference, co-champions will be recognized.

 

B.   To be a championship contender a school must have played all games on the ECIC master schedule, unless the make-up game(s) has no bearing on determining the championship.

 

Section 4. Selection for an All-Conference team for soccer.

 

A. Soccer coaches may nominate up to eleven (11) players.

ART VI

ALL-ACADEMIC TEAMS

 

The ECIC supports endeavors to further enhance the value of academic work by the students of the member schools. In an effort to provide additional recognition for their academic achievements, the ECIC will honor the student-athletes, managers, and cheerleaders who participate in any athletic activities. The following criteria will be used to recognize students as "All-Academic Team" members:

1. This award is limited to seniors only.

2. Each sport will be recognized with an All-Academic Team if there are eligible students available.

3. The senior must have a GPA of 3.5 or higher on a 4.00 scale after their 7th semester of school.

4. All students from a school who meet the required GPA will make the team for the sport in which they participated.

5. There will be just one team, with no second team or Honorable Mention.

6. All-Conference Academic Team awards will be given.

7. Each school will provide a list of eligible seniors to the Executive Secretary by the April meeting for all sports/activities for the current school year.

8.  The Academic All-Conference Team will be announced the first week in May.

 

 

 

 

ART VII

CHAMPIONSHIP AWARDS

 

Championship plaques will be presented in each ECIC competitive activity.

 

ART VIII

STARTING TIMES

 

Section 1. All athletic contests played as preliminary to varsity games shall begin at 6:00 p.m.  All athletic contests played as preliminary to varsity games as part of three contests will begin at 5:00p.m.

 

Section 2. All Varsity soccer games shall begin at 4:30.  Any game played after Daylight Savings time ends will start at 4:00.

 

Section 3. All Baseball games shall start at 4:30.  Any game played before Daylight Savings time will start at 4:00.

 

Section 4. All starting times may be changed by mutual consent of both schools.

 

ART  IX

ITEMIZED LIST OF EXECUTIVE SECRETARY DUTIES FOR ECIC

 

1. Secure Conference Directory material from member school principals and distribute it at the fall meeting. (2nd Wed. in Sept.)

 

2. Send a year's supply of 15 ECIC Courtesy Cards to each member school.

 

3. Responsible for developing new and revising existing schedules, typing, duplicating, and distributing them to member schools.

 

4. There are master schedules for volleyball, boys' and girls' basketball, baseball, and boys’ and girls’ soccer. All master schedules are made two (2) years in advance.

 

5.  Call and prepare agendas for the Athletic Directors' meetings.

 

6. In conjunction with the facilitating schools representative (AD), notify Conference schools of All Conference meetings.  Distribute ballots, count and compile the results. The All-Conference teams are then duplicated and sent out to the major area papers and the coaches. The papers receiving the All-Conference lists are The Pantagraph, the News Gazette, the Decatur Herald-Review Journal, and the Decatur Tribune.

 

 

7. (If and when a conference track meet is adopted.) For the conference track meet, make arrangements for the site, the starter, timers, and event managers.

 

8.  The Executive Secretary will be paid a stipend of $300 per year.

 

9.  The All Conference Meeting Site will be located at the school of the Executive Secretary.

 

ART X

ITEMIZED LIST OF SECRETARY/TREASURER DUTIES FOR THE ECIC

 

1. Prepare a financial report and turn over duties to the next in line at the fall meeting.

 

2. Prepare treasurer's reports for the Principals' meetings.

 

3. Collect membership dues from each school and deposit them.

 

4.  Write checks to pay expenditures.

 

5.  Take minutes at each meeting and distribute them for approval at the next meeting.

 

ART XI

ITEMIZED LIST OF PRESIDENT DUTIES FOR THE ECIC

 

1.  Schedule the place and time, and lead all meetings of the legislative body.

 

2.  Prepare an agenda for all meetings of the legislative body.

 

3.  Call emergency meetings if necessary.

 

4.  Designate the schools that will host and facilitate each activities all conference selections (September meeting).

 

5.  Order conference championship trophies and all-conference awards.

 

6.  DeLand-Weldon will assume the presidency through the 2003-2004 school year when at that time the alphabetical order rotation will begin.

TRACK & FIELD

Section 1. The Conference shall sponsor a varsity boys' track meet and a varsity girls' track meet with the date, site, and time to be established by the Legislative Body.

Section 2. A scratch meeting shall be held prior to the scheduled meet(s).

Section 3. The rules of the IHSA shall govern participation of athletes and conduct of the meet.

Section 4. Scoring for the meet will be as per the National Federation Rule Book.

Section 5. The championship will be awarded to the school scoring the most points. Ribbons will be awarded to the first six (6) places in all events.

Section 6. The conference will keep only those records set in the Conference meets.

HONOR BAND/CHORUS

 

The conference will provide a stipend of up to $300 to compensate the director of the Honor Band or Honor Chorus for their time spent working with the ECIC students.

SCHOLASTIC BOWL

 

Section 1 The conference will schedule a Scholastic Bowl season for participating schools, with one overall ECIC champion being determined on the basis of their won-lost record for ECIC matches.

Section 2 Individual awards will be given two (2) participants from each school, divided into a first team and second team.

GOLF

 

Inclement weather:  If a member school is dismissed due to inclement weather on the day of a scheduled conference event, that conference event will be canceled unless agreed upon by the participating schools involved.  The cancelation of a conference event due to the threat of inclement weather can be made by the traveling school.
